There's no single best CMS. The right choice depends on who edits the site, how often, and what else it needs to connect to.
Visual builders
Great when a small team wants to change layouts themselves and the site is mostly marketing pages.
Headless CMS
Worth it when content is reused across channels, or when performance and custom functionality matter more than drag-and-drop editing.
How I decide
I look at who will edit the site day to day, then pick the simplest tool that lets them do it without calling me.
